I notice the world animations (like the windmill) pause during the transitions. Was that deliberate or a necessary consequence of how the engine works? Will it be that way in the final release?

I think it’s explained pretty well here, but skip to 1m50s. It’s not so much real 4D as it is many maps superimposed.

No, it’s real 4D. Dude had to create his own 4d graphics engine and 3d textures. Read the blog.

You can slow down the rotation by holding down the button.
Will you be able to walk around while rotating?
